When is consular legalization required?
Consular legalization is a necessary step to recognize the legal validity of documents issued by the Vietnamese governmental authorities, social organizations or individuals. This process allows these documents to be used abroad and vice versa.
Not all documents require consular legalization or authentication. Certain documents are exempt from consular legalization under the international treaties in which both Vietnam and the relevant foreign country are members, or based on the principle of reciprocity.
How long is consular legalization valid?
There is no specific regulation on the validity of legalized documents in accordance with provisions of the Decree 111/2011/ND-CP and the Circular 01/2012/TT-BNG.
However, depending on the purpose and requirements of the receiving authorities of the legalized documents, they may impose a specific validity period for legalization and consular authentication.
How much is the consular legalization fee?
Under Article 5 of Circular 157/2016/TT-BTC, the consular legalization and authentication fees are as follows:
- Consular authentication: VND 30,000 per time.
- Consular legalization: VND 30,000 per time.
- Copy issuance: VND 5,000 per time.
Notes:
- The consular legalization and authentication fees are collected in Vietnam Dong (VND).
- The above fees are charged by the competent authorities of Vietnam. However, to use these documents in Vietnam or abroad, additional fees may be required for consular legalization and authentication at the diplomatic authorities of the respective country. These fees will vary depending on each country.
How many types of documents are exempt from consular legalization?
Under Article 9 of Decree No. 111/2011/ND-CP dated December 05, 2011 of the Government clearly stipulating the types of documents and materials exempt from consular legalization and authentication, including:
- Documents and materials exempt from consular legalization and authentication under the international treaties in which both Vietnam and the relevant foreign country are members, or based on the principle of reciprocity.
- Documents and materials directly exchanged or transmitted via diplomatic channels between the competent authorities of Vietnam and of the foreign country.
- Documents and materials exempt from consular legalization and authentication as prescribed by the Vietnamese law.
- Documents and materials for which consular legalization and authentication are not required by the receiving authorities of Vietnam or of the foreign country, in accordance with the respective legal regulations of Vietnam or of the foreign country.

The following are the State and competent authorities for consular legalization and authentication:

Consular Department: 40 Tran Phu, Dien Ban, Ba Dinh, Hanoi.
► Consular legalization in Ho Chi Minh City:
Ho Chi Minh City Department of Foreign Affairs: 184 bis Pasteur Street, Ben Nghe Ward, District 1, Ho Chi Minh City.
► Consular legalization abroad:
Diplomatic authorities, consular offices, or other authorities authorized to perform consular functions of Vietnam abroad, typically Vietnamese Embassies or Consulates General in the foreign countries.
► Online consular legalization:
Submit via postal service to the Consular Department or the Ho Chi Minh City Department of Foreign Affairs.
Can consular legalization be done on behalf of someone else?
Under the Decree No. 111/2011/ND-CP on consular legalization and authentication issued by the Government:
- Authorities, organizations, and individuals can request consular legalization and authentication for their own documents or those of others without the power of attorney.
- Authorities, organizations, and individuals may submit applications directly to the competent authority for consular legalization or authentication, through an authorized foreign affairs authority as stipulated in Clause 1, Article 5 of this Decree, or via postal service.
Thus, documents for consular legalization and authentication can be submitted on behalf of someone else.
